The old West Windsor and the new
The old West Windsor is Princeton Junction, Penns Neck, Berrien City, Dutch Neck, Grovers Mill and Edinburg. These are the original village cores and the farm properties around them, and they are old enough to have had oil heat and buried tanks.
The newer West Windsor is the large subdivisions built out from the 1980s onward. Those generally went in on gas and rarely have a buried heating oil tank. Before you pay for anything, pull your build year from the township assessment records. If someone is trying to sell you a removal on a newer property, ask what they actually found and how they found it.
The ground
Southeast of the Fall Line, Coastal Plain sands and clays. Digging is easy. The same sand permeability warning applies as in Hamilton: a leak here spreads laterally rather than staying put, and the remediation volume grows with it. That is what drives the bill, not the removal itself.
Water
Low relief township with the Millstone River, Bear Brook and Big Bear Brook, and the Duck Pond area. Where the water table is high, filling in place may not be acceptable because a filled tank can float.
